About Donna Owen

Donna L. Owen, National & International Law Enforcement Consultant, Retired FBIDonna Owen was a Special Agent with the FBI, a 28-year veteran, retiring in June 2016. She now provides all components of investigative work from strategy to document review and interviews, and assists with all aspects of litigation support and trial preparation. Ms. Owen utilizes her training and expertise to assist clients seeking investigative services, support and guidance with criminal investigations, basic and advanced background checks, criminal and civil case reviews and attorney litigation support and trial preparation assistance.

Her background with the FBI is predominately in violent crimes, which included domestic and international kidnappings, bank robbery, fugitive, extortion, multifaceted narcotics investigations, domestic sex trafficking of minors, crimes against children and interstate trafficking in aid of racketeering. She also conducted white collar crime investigations including defense procurement fraud, bank fraud and copyright violations. She worked on numerous high profile investigations and received accolades and recognition for her work with the FBI.

In her career with the FBI, Ms. Owen also held the position of Special Events Coordinator for the FBI. In this position, she worked extensively with federal, state, local law enforcement entities and host committees to prepare and implement operational plans to ensure the safety of the participants and attendees at these high-profile events and functions. With this background, she now advises companies with assistance in planning and implementing an operational plan to ensure the safety of the company’s events, as well as assisting with establishing and operating a command post during special events.

As one of her collateral duties, Ms. Owen was the Crisis Negotiation Coordinator for ten years and a Crisis Negotiator for twenty years. As a crisis negotiator, she taught basic crisis negotiation classes and crisis negotiation specific topics to federal, state and local law enforcement agencies. Ms. Owen has extensive experience in crisis management, command post operations, and domestic and international kidnapping matters. She now counsels decision-makers and trains employees on what to do and how to handle crisis situations.

From 2005 to 2016, Ms. Owen was a member of the Child Abduction Rapid Deployment Team, responding to child abductions throughout the United States to aid local, state and federal law enforcement agencies in their investigations.

Ms. Owen earned a B.A. in Education and Physical Education from the University of South Florida, graduated from the FBI Academy, earned a J.D. from the Mississippi College School of Law and has taken post-graduate classes in Public Administration at Florida State University. She is currently a member of the Board of Directors as an Advisor for the Texas Association of Hostage Negotiators.
